According to the Budapest Open Access Initiative open access to scholarly literature means “its free availability on the public internet.” In answer to the so-called “serials crisis”, scientific articles and research results are published in repositories, on document servers, or in OA journals, which are accessible to all users free of charge. Therefore OA can be viewed as a return to a core value of scholarship – the free exchange of ideas.
